I would add that the best debunking of the standard 'universal' adolescent brain story is from cross-cultural studies that show that teens from non-western countries do not have the 'storm and stress' that presumably plagues the western teenager. Mind you, Jean Twenge's work has shown that for the last twenty years, western teens are not rebellious at all, and tend to not take risks. Overall, the undeveloped-frontal-raging-limbic narrative fails consider the role of culture.
Is anti teen pregnancy campaigning a plot by capital for a more liquid labour force and to encourage women into the workforce? It also means lower wages for young as the norm is to accumulate wealth and go up salary ranks over a longer period, living standards would have to adjust for young people?

It's not that people don't mature past 15, it's just that you also "mature" in the same way from 30 to 40. And the baseline maturity of 15 year olds is enough for basic human rights. And on top of that teen brain science is pseudo science because they make false and nonsensical claims that are logically orthogonal to behavior.
